The Washington State Clean Buildings Performance Standard (CBPS) sets energy use intensity (EUI) targets for buildings to meet, while also ensuring that an energy management plan (EMP) and an operations and maintenance (O&M) program are in place. CBPS compliance is not a one-time event, it is an ongoing process. Under the CBPS, building owners and operators must recertify every 5 years.

Manager. The CBPS requires ongoing energy monitoring and
benchmarking using Portfolio Manager - Confirm that your building’s EUI stays at or below target
- Track trends and investigate unexpected increases
2. Update Your Energy Management Plan Annually
- Keep your EMP current. It is a living document that must be
maintained over time - At minimum update:
- Annual energy use and EUI
- Occupancy and operating hours
- Building use or type change
- Implemented or planned energy efficiency projects
3. Maintain Your Operations & Maintenance Program
- Keep documentation current as systems change
- Update for:
- New or replaced equipment
- Changes in building operation
- Continue documenting:
- Preventative maintenance activities
- Inspection schedule and results
4. Track Building Changes That Impact Energy Use
- Keep a record of any changes that could affect performance
- Equipment upgrades or replacements
- Tenant improvement or space-use changes
- Schedule or occupancy changes.
- Control system or operational adjustments
